Camdenton Board of Aldermen actions Tues. Feb. 3

CAMDENTON - In other business at the Feb. 3 Board of Aldermen meeting:
* Second-reading approval was given to an ordinance replacing the city’s pit bull ban with a broader set of animal control regulations.

Pit bulls will be allowed within the city limits, but only one per owner (and that owner cannot have any other dogs) within a strict set of guidelines.

The ordinance also addresses other dog breeds, cats and other animals within the city limits.

The city has been examining its dog control regulations after a resident spoke to the board late last year.

Misty Brown said she had been forced to sell her house after learning her two American Bull Dogs were considered pit bulls and not allowed within the city limits.

* A price hike in water and sewer rates was also given second-reading approval by the board. The new monthly water rate will increase from $8.80 for the first 2,000 gallons to $10 while the $3.25 charge for every 1,000 gallons thereafter remains the same.

The monthly sewer base rate will increase from $6.85 to $8.28 while the $2.18 charge for every 1,000 gallons of water used would - like the proposed water rate - remain the same.

The ordinance also calls for yearly reviews by the board of water and sewer rates.

* An ordinance authorizing an agreement with the Missouri Highways and Transportation Commission (MHTC) for funding a sidewalk project along Highway 54 east of the Highway 5 Expressway and running to Cecil Street was approved by the board.

In addition, the ordinance calls for the board’s approval for the city to use the Missouri Department of Transportation’s (MoDOT) “On Call Consultant List” to select an engineer for the design and construction inspections of this project.

“These engineers have been pre-qualified by MoDOT which saves the City time and money in bidding out these services,” Hancock stated in a report to the board. “We anticipate selecting Crawford, Murphy, and Tilley (CMT), the firm who designed the previous portions of the sidewalk project, as the first firm to begin negotiations.”

* A $57,258.05 contract with APAC-MO for asphalt overlay work at the City Park tennis courts was approved by the board.

“The tennis court surface replacement project requires that asphalt preparation work be completed before the new surface can be applied,” City Administrator Jeff Hancock stated in a report to the board.

The city received two bids for the project but chose to go with APAC.

“APAC-MO, Inc. has a long history within the industry, and experience specific to tennis court projects,” Hancock stated. “Such projects present a unique set of circumstances during construction that require a level of skill only acquired through experience.”

* In addition, a $14,447 bid for the tennis courts’ Resurfacing & Lining Project was awarded to Frazier Davis Construction.

“The tennis court surface replacement project requires a new surface consisting of two coats of resurface material, two coats of a color finish and the striping of boundary lines be applied,” Hancock stated in a report to the board.

Hancock added that new nets and straps will be installed and any net sleeves and posts found deficient will be replaced.

* The city administrator noted in his report that he has been discussing the idea of changing the beginning of the annual budget from July 1 to October 1.

“In my opinion and in discussions with other department directors changing to an October 1 beginning budget date would help us better plan our construction projects and obtain better bids by getting the projects out early during the construction season,”
Hancock stated.

The change would also eliminate the split of keeping track of parks and recreation revenues, costs, and activities mid-season and better coordinate with the city’s upcoming comprehensive planning efforts, he added.
