OB Board of Aldermen actions Thursday Feb. 5

OSAGE BEACH - In other business at the Feb. 5 Board of Aldermen meeting:
* City Attorney Edward Rucker spoke about the cooperation between Osage Beach and Lake Ozark in creating taxi cab regulations for each city that would mirror each other.

Rucker said the proposed regulations would be a “safe but effective way for taxi services.”

Alderman John Olivarri asked if the proposed regulations address online taxi services such as Uber and Lyst.

Rucker said the city could address the online taxi issue after a basic framework of taxi regulations were in place.

“It’s not wise to put (the regulations) on hold,” Rucker said. “We can work on Uber later.”

* First- and second-reading approval of an agreement with the Tri-County Lodging Association for cooperative advertising was approved by the board. The $10,000 agreement will provide the city with space on two electronic billboards in the Kansas City area as well as 30-second radio spots during St. Louis Cardinals games.

The board had postponed approving the agreement at its last meeting at the request of Tri-County in order to change some of the wording.

“This is a revised contract,” City Attorney Edward Rucker said. “The changes are certainly acceptable.”

* A budget amendment requested by Public Works Director Nick Edelman was approved by the board. The amendment sets $39,157 for repairs to Avers Road and $6,745 for leak detection equipment.

Edelman stated at the board Jan. 22 meeting that a construction company (that he did not name) had damaged Aver Road while working on the Mace Road Sewer project in 2013. He had described what he considered to be the city’s responsibility.

“Our contractor has damaged the roadway,” Edelman had said, “and Aver Road is a private road.”

Additionally, the public works director had noted that his department will also be using Aver Road for access to monitor and repair sewer infrastructure which the city had taken over from Lake Ozark in 2013.

* The board authorized Mayor Penny Lyons to execute an agreement for the transfer of entitlement connected with the city’s two airports.

According to Pubic Works Director Edelman, the city receives non-primary entitlements - $150,000 per year - for Lee C. Fine Airport and Grand Glaize Airport.

“MoDOT (Missouri Department of Transportation) handles these (federal) funds for the city,” Edelman stated in a report to the board. “We would like to transfer $54,851 of the 2012 entitlement funds from Grand Glaize to Lee C. Fine.”

This would allow the city to use the “oldest” entitlement funds first.

* The board approved a change to the time of the March 19 aldermen meeting from 6:30 p.m. to 4:30 p.m.

According to a report from City Clerk Diann Warner, Alderman Kevin Rucker requested the change of time so elected officials could attend the annual Missouri Convention and Visitors Bureau annual dinner at Tan-Tar-A Resort.

* Alderman Steve Kahrs was not present at the Thursday night meeting.
